In the past few years Shanghai has emerged as the financial and commercial center of China . Along with neighboring Jiangsu and Zhejiang provinces, Shanghai forms the global economic powerhouse of the Yangtze River Delta. But insufficient energy supplies are a bottleneck on the city's economic growth. To solve this, Shanghai has taken the initiative on policies to manage peak electricity consumption, has plans to develop a liquefied natural gas terminal, and is pushing the expansion of electric generation capacity in surrounding provinces.
